Yn Llythyr yr Esgob a gyhoeddwyd ar 2 Mai, efallai i chi weld y negus ganlynol oddi wrth yr Esgob yn yr adran o’r enw Yr effaith ariannol ar gyllid Ardaloedd Gweinidogaeth a'r esgobaeth:


Yr effaith ariannol ar gyllid Ardaloedd Gweinidogaeth a'r esgobaeth

(1) Cyfarfodydd

Mae nifer o gyfarfodydd pwysig wedi cael eu cynnal yr wythnos ddiwethaf hon i fynd i’r afael â goblygiadau ariannol yr argyfwng coronafirws ar yr esgobaeth.

  • Cyfarfu tri chydweithiwr o’r esgobaeth sy’n aelodau o Gorff Cynrychiolwyr yr Eglwys yng Nghymru - y corff sy’n rheoli asedau hanesyddol cenedlaethol yr Eglwys - â chyd-aelodau o bob rhan o Gymru mewn cyfarfod cynhadledd fideo ddydd Llun.
  • Cyfarfu Cyngor yr Esgob ar gyfer ei gyfarfod rheolaidd yn ddiweddarach yn yr wythnos.
  • Ddydd Iau, cyfarfu aelodau Cyngor yr Esgobaeth, sy'n gweithredu fel ymddiriedolwyr Bwrdd Cyllid yr Esgobaeth, ar gyfer eu cyfarfod cynhadledd fideo cyntaf.

(2) Ymateb unedig

Bydd yn amlwg i bawb y bydd goblygiadau ariannol y sefyllfa bresennol yn ddifrifol, ac y bydd angen i'n hymateb fod yn unedig ac yn egnïol ar draws pob rhan o'r Eglwys.

Yn yr un modd ag y mae'n rhaid i ni gloddio'n ddwfn i'n cronfeydd o amynedd a ffydd ar hyn o bryd, bydd angen i ni hefyd, ar bob lefel o fywyd yr Eglwys, gloddio'n ddwfn i'n gymwynasgarwch a haelioni os am gamu y tu hwnt i'r argyfwng presennol hwn i ddyddiau gwell o ail-ymgynnull ac ailadeiladu.

(3) Ffyrdd ymlaen

Rwy’n falch iawn bod Corff Cynrychiolwyr yr Eglwys yng Nghymru wedi gallu ymrwymo i dynnu ei bwysau wrth ein helpu i fynd i’r afael â rhai o’n anghenion ariannol brys.

Mae pecyn o gymorth ariannol am y cyfnod o dri mis rhwng Ebrill a Mehefin wedi ei ddarparu gan Gorff y Cynrychiolwyr, a bydd yn sail ar gyfer trafodaethau yn ystod yr wythnos i ddod gyda phob un o Ardaloedd Gweinidogaeth yr esgobaeth ynghylch eu sefyllfa ariannol.

Bydd yn bwysig gallu trafod â phob Ardal Weinidogaeth am y cyfraniad y gall ei gwneud neu'r cymorth ychwanegol y gallai fod ei hangen arni.

Bydd y trafodaethau hyn yn cael eu harwain gan yr Archddiaconiaid a byddant yn cychwyn cyn gynted â phosibl.

Rwy'n hyderus bod gennym becyn o becyn cymorth ariannol pwrpasol a fydd yn ein galluogi i leihau pwysau ariannol acíwt, wrth barhau i gwrdd â'r costau gweinidogaethol a chenhadol sy'n rhan o'n cyllideb esgobaethol ar y cyd.

(4) Haelioni unigolion a theuluoedd

Fel sydd wastad yn wir, mae sylfaen ein cyllid eglwysig wedi ei ffurfio gan haelioni unigolion a theuluoedd sy’n rhoi’n aberthol. Mae eu hwy - trwy roi’n rheolaidd a thrwy ddigwyddiadau codi arian - yn hanfodol i ariannu ein cenhadaeth a'n gweinidogaeth o fewn Ardaloedd Gweinidogaeth a ledled yr esgobaeth.

Er bod cyfleoedd codi arian yn gyfyngedig ar hyn o bryd, ac er nad yw casgliadau rheolaidd mewn gwasanaethau yn amlwg yn medru digwydd, rwyf wedi fy nghalonogi gan newydd am ddwy fenter.

  1. Yn gyntaf, gan ddefnyddio'r dudalen “Rhoi yn Syth” ar-lein newydd, mae rhoddion rheolaidd newydd, gyda Chymorth Rhodd, wedi'u sefydlu gan nifer o unigolion sy'n dymuno cynnal neu gynyddu eu rhoddion er na allant wneud hynny ar y plât mwyach. Rwy’n ddiolchgar iawn i’r rhai sydd wedi cymryd y cam hwn, ac yn ein hannog ni i gyd i rannu pwysigrwydd rhoi’n rheolaidd fel hyn.
  2. Yn ail, mae wedi bod yn galonogol clywed am lwyddiant apeliadau codi arian mewn sawl Ardal Weinidogaeth, pan fo cyswllt trwy e-bost a'r post wedi ei ddefnyddio i wneud pobl yn ymwybodol o effaith ariannol yr argyfwng ar yr Eglwys, gan arwain at roddion ac addewidion ariannol newydd. Unwaith eto, a gaf ein hannog i wneud popeth o fewn ein gallu i alluogi unigolion a theuluoedd i gynnig eu cefnogaeth ariannol mewn ffyrdd newydd.

A gaf i ddiolch eto i bawb ar draws yr esgobaeth sy'n cefnogi'r Eglwys trwy eu rhoi, ac a gaf i ofyn ichi hefyd gynnal yn eich gweddïau y rhai a fydd yn ymgysylltu'n ddwys â thrafodaethau ariannol difrifol yn ystod yr wythnos i ddod.


Rydym am adleisio popeth a ddywedwyd gan yr Esgob, yn enwedig y pwyslais i fod yn unedig a gweithgar ar draws pob rhan o'r Eglwys. 

Mae'n newyddion da bod cefnogaeth ychwanegol ar gael gan Gorff y Cynrychiolwyr, a byddwn i gyd eisiau sicrhau ei fod yn cael ei ddefnyddio yn y ffordd orau bosibl yn ystod y dyddiau heriol hyn.


Camau nesaf

Yn y broses a amlinellwyd gan yr Esgob, rydym nawr yn symud ymlaen i gam o drafodaethau gyda phob Ardal Weinidogaeth yn yr esgobaeth ynghylch y cyfraniad y gallant ei wneud neu'r cymorth ychwanegol y gallai fod ei angen arnynt.

Ein gobaith yw y bydd y trafodaethau hyn, sydd i'w cynnal yn bennaf rhwng Archddiaconiaid ac Arweinwyr Ardaloedd Gweinidogaeth, wedi dod i ben erbyn 28 Mai 2020.


Gwybodaeth gywir ac ymgynghori eang

Ein profiad o broses Cronfa Gweinidogaeth yr Esgob yn y gorffennol yw bod trafodaethau o’r fath yn fwyaf cynhyrchiol pan gânt eu llywio gan wybodaeth gywir, a lle mae trafodaethau blaenorol wedi digwydd o fewn Ardaloedd Gweinidogaeth, ac yn enwedig gyda Thrysoryddion.

Er mwyn helpu hyn ddigwydd, mae'r Archddiaconiaid yn anfon y set hon o gwestiynau i bob Arweinydd Ardal Weinidogaeth, yn y gobaith y gellir casglu atebion cyn i'r drafodaeth rhwng yr Archddiacon a phob Arweinydd Ardal Weinidogaeth ddigwydd.

Efallai na fydd yn bosibl, o ganlyniad yr amgylchiadau presennol, i ateb pob cwestiwn yn llawn; ond mae'n dda sicrhau y gellir rhannu cymaint o wybodaeth â phosibl.

O ystyried efallai fod angen i nifer o bobl ym mhob Ardal Weinidogaeth ddarparu data i alluogi ateb y cwestiynau, mae'r cwestiynau'n cael eu rhannu ag aelodau rhestr bostio cyllid yr esgobaeth, ac rydym yn annog Arweinwyr Ardaloedd Gweinidogaeth i'w rhannu â Thrysoryddion i sicrhau atebion cywir a diweddar. Byddai'n dda i bawb sydd â chyfrifoldeb am stiwardiaeth ariannol yn ein Hardaloedd Gweinidogaeth weld y neges hon, a deall y gefnogaeth sydd ar gael a'r camau sy'n cael eu cymryd nawr.

Yn ogystal â darparu gwybodaeth ddefnyddiol ar gyfer trafodaethau rhwng Archddiaconiaid ac Arweinwyr Ardaloedd Gweinidogaeth, bydd holl atebion i'r cwestiynau gan 27 o Ardaloedd Gweinidogaeth hefyd yn ein helpu i ddatblygu dealltwriaeth gywir ar draws effaith ariannol yr argyfwng presennol ledled yr esgobaeth gyfan. Bydd hyn, yn ei dro, yn llywio sgyrsiau parhaus gyda Chorff Cynrychiolwyr yr Eglwys yng Nghymru ynghylch trefniadau cyllido brys yn y dyfodol.

The financial impact of the coronavirus emergency on Ministry Area and diocesan finances

In the Bishop’s Letter that was shared on 2 May, you may have read the section entitled The financial impact on Ministry Area and diocesan finances, where the Bishop said the following:


The financial impact on Ministry Area and diocesan finances

(1) Meetings

A number of important meetings have taken place this past week to address the financial implications of the coronavirus emergency on the diocese.

  • Three colleagues from the diocese who sit on the Representative Body of the Church in Wales - the body that manages the Church’s national historic assets - met with fellow members from across Wales for a video conference meeting on Monday.
  • The Bishop’s Council met for its regular meeting later in the week.
  • On Thursday, the members of the Diocesan Council, who act as trustees of the Diocesan Board of Finance, met for their first video conference meeting.

(2) A united response

It will be clear to everybody that the financial implications of the present situation are going to be serious, and that our response needs to be united and active across all parts of the Church.

Much as we are having to dig deep into our reserves of patience and faith at the moment, we will need also, at all levels of Church life, to dig deep into our reserves of charity and generosity to see us beyond this present emergency into a time of regrouping and rebuilding.

(3) Ways forward

I am very pleased that the Representative Body of the Church in Wales has been able to commit to playing its part in helping us to address some of the immediate financial pressures.

A package of financial support for the three-month period from April to June has been made available by the Representative Body, and will provide the basis for discussions during the coming week with all the Ministry Area of the diocese about their financial position.

It will be important to address with all of our Ministry Areas the contribution that they are able to make or the additional assistance that they may need.

These discussions will be led by the Archdeacons and will commence as soon as possible.

I am confident that we have in place a package of package of financial support that will enable us reduce acute financial pressures, while continuing to meet the ongoing costs ministerial and missional costs that form a part of our shared diocesan budget.

(4) The generosity of individuals and families

As is always the case, the bedrock of our church finances is formed of the generosity of individuals and families. Their sacrificial giving – through giving and at fundraising events – is crucial to funding our mission and ministry within Ministry Areas and across the diocese.

Although fundraising opportunities are limited at the moment, and although regular collections at services are obviously not taking place, I have been encouraged by news of two initiatives.

  1. First, using the new online "Gift Direct" page, new regular, Gift Aided donations have been set up by a number of individuals who are wishing to continue or increase their giving even though they can no longer do so on the plate. I am very grateful to those who have taken this step, and encourage us all to share the importance of regular giving in this way.
  2. Secondly, it has been good to hear of the success of fundraising appeals in several Ministry Areas, where contact through email and post to make people aware of the financial impact of the emergency on the Church has resulted in one-off gifts and new pledges. Again, may I encourage us to do all that we can to enable individuals and families to offer their financial support in new ways.

May I again thank all those across the diocese who are supporting the Church through their giving, and may I ask you also to hold in your prayers those who will be engaging intensively with serious financial discussions during the week ahead.


We want to echo all that was said by the Bishop, especially the emphasis on the need for a united and active across all parts of the Church. 

It is good news that additional support has been made available by the Representative Body, and we will all want to ensure that it is used in the best possible way during these challenging days.


Next steps

In the process outlined by the Bishop, we now move on to a stage of discussions with every Ministry Area in the diocese about the contribution that they are able to make or the additional assistance that they may need.

Our hope is that these discussions, to be held in the main between Archdeacons and Ministry Areas Leaders, will have concluded by 28 May 2020.


Accurate information and wide consultation

Our experience from the Bishop’s Ministry Fund process in the past is that such discussions are most productive when they are informed by accurate information, and where prior discussions have happened within Ministry Areas, and especially with Treasurers.

To help this to happen, Archdeacons are sending this set of questions to each Ministry Area Leader, in the hope that answers can be collated before the discussion between the Archdeacon and each Ministry Areas Leader takes place.

It may well be the case that it is not possible, not least because of the present circumstances, to answer each question in full; but it is always good to make sure that as much information as possible can be shared.

Given that a number of people within each Ministry Area may need to provide data to enable the questions to be answered, the questions are being shared with members of the diocesan finance mailing list, and we encourage Ministry Area Leaders to share them with Treasurers to ensure accurate and up-to-date answers. It would be good for all who have responsibility for financial stewardship within our Ministry Areas to see this message, and to understand the support available and the steps that are now being taken.

As well as providing helpful information for discussions between Archdeacons and Ministry Areas Leaders, the pooled answers to the questions from 27 Ministry Areas will also help us to develop an accurate understanding across of the financial impact of the present emergency across the whole diocese. This will, in turn, inform ongoing conversations with the Representative Body of the Church in Wales about future emergency funding arrangements.
