Meddai'r Esgob:

Pa mor effeithiol bynnag y mae cyfarfod Zoom ar gyfer rhai materion, gresyn inni fethu am ymgynnull fel Corff Crist o bob cwr o'r esgobaeth, wedi ein huno mewn un lle mewn gweddi ac addoliad. Rwyf felly, am 2pm ddydd Sadwrn 2 Hydref (y dyddiad hirsefydlog ar gyfer Cynadleddau’r Esgobaeth), yn cynnull cyfarfod Ewcharistaidd o Gynhadledd yr Esgobaeth yng Nghadeirlan Deiniol Sant ym Mangor. Hwn fydd y cyfle cyntaf i glerigion a lleygwyr o bob rhan o'r esgobaeth ymgynnull ers Cynhadledd yr Esgobaeth yn 2019, a bydd yn briodol y byddwn yn gwneud hynny mewn addoliad a gweddi - er y bydd hefyd yn angenrheidiol inni ymwneud â peth busnes na ellir ei drafod ar-lein. Bydd lluniaeth ysgafn ar gael ar ôl y gwasanaeth, yr wyf yn disgwyl iddo bara oddeutu 90 munud. Byddwn yn ymgynnull ar gyfer y Cymun Bendigaid, lle byddaf yn traddodi fy Anerchiad Arlywyddol, yn ystod tymor y Diolchgarwch. Bydd llawer eleni i'w gynnig i Dduw - pryderon, poen a galar yr unfed mis ar bymtheg diwethaf, yn ogystal â'n diolchgarwch am waith caled ac aberth cymaint o bobl ac am y bendithion niferus a dderbyniwyd gan gynifer ohonom.

Mae aelodaeth ffurfiol Cynhadledd yr Esgobaeth i gynnwys tri chynrychiolydd lleyg o bob Ardal Weinidogaeth, hyd at dri gweinidog lleyg trwyddedig o bob Ardal Weinidogaeth, a phob clerig trwyddedig. Fodd bynnag, mae croeso cynnes i unrhyw aelod yng nghymundeb yr esgobaeth fynychu.


Rheolau sefydlog

  1. Agorir holl gyfarfodydd y Gynhadledd Esgobaethol gydag Addoliad.
  2. Pan fydd y Llywydd wedi cymryd meddiant o’r Gadair, ni chaniateir i unrhyw aelod barhau ar ei draed, oddieithr pan yw’n annerch y Gadair.
  3. Os cyfyd dau neu ragor o aelodau ar yr un pryd i annerch y Gadair, y Llywydd a benderfyna pa un sydd i siarad.
  4. Ni chaniateir i anerchiadau barhau am ragor na 5 munud ac eithrio eiddo’r sawl sy’n cynnig neu yn eilio cynigiad, ac ni roddir rhagor na 10 munud i’r rhain. Ni chyfrir gwelliant yn gynigiad yn y cyswllt hwn.
  5. Os cytuna’r Cyfarfod, gall y Llywydd estyn amser anerchiad.
  6. Ni chaniateir i unrhyw aelod siarad mwy nag unwaith ar yr un pwnc, oddieithr mewn eglurhad, neu ar orchymyn, ar yr amod y caniateir i gynigydd penderfyniad, nad yw’n welliant, gael yr hawl i roi atebiad.
  7. Pa bryd bynnag y saif y Llywydd ar ei draed yn ystod trafodaeth, rhaid i unrhyw aelod fydd yn siarad, neu yn cynnig siarad, eistedd ar unwaith.
  8. Yn ystod trafodaeth, os bydd 30 aelod yn sefyll yn eu lle, ac yn mynnu bod pleidlais yn cael ei chymryd, rhoir y cwestiwn gerbron y Cyfarfod gan y Llywydd, i’w benderfynu trwy godiad dwylo.
  9. Os cefnogir y cwestiwn yn y cadarnhaol gan y Cyfarfod pleidleisir yn ddi-oed ar y cwestiwn gerbron y Cyfarfod, ar yr amod bod cynigydd penderfyniad, nad yw’n welliant, yn cael cyfle i roi atebiad cyn y pleidleisir.
  10. Rhaid i bob cynigiad a gwelliant fod mewn ysgrifen, wedi ei lofnodi gan y cynigydd; os na fydd hwn wedi ei roi i’r Ysgrifenyddion cyn y cyfarfod, rhaid i’r cynigydd gyflwyno dau gopi ohono, y naill i’r Llywydd a’r llall i’r Ysgrifenyddion.
  11. Ni fydd gwelliant ar welliant yn dderbyniol, oddieithr bod y gwelliant yn cael ei dderbyn fel cynigiad sylweddol.
  12. Caniateir i unrhyw aelod gynnig y cwestiwn blaenorol, ac os bydd y cyfarfod yn caniatáu drwy bleidlais, aed ymlaen ar unwaith a’r busnes dilynol.
  13. Ni dderbynnir cynigiad i ohirio Rheolau Sefydlog oni chyfyd mwyafrif yr aelodau sy’n bresennol ar eu traed i’w gefnogi.
  14. (a) Ni raid darllen cynnig a osodwyd allan yn llawn yn yr agenda, neu yn y papurau sy’n mynd gyda’r agenda, cyn ei roi gerbron, oni fydd nail ai’r Llywydd, neu ddeg aelod yn dymuno hynny (yr aelodau i ddangos eu bwriad drwy sefyll yn eu lleoedd). (b) Rhaid darllen pob cynnig a gwelliant arall yn union cyn pleidleisio arno.
  15. Rhaid i etholiadau i lenwi penodiadau a gwneud rhestrau atodol gael eu cynnal gan ddefnyddio system bleidleisio electronig neu ddull arall o bleidleisio yn unol â threfniadau a wneir gan y Llywydd.
  16. Bydd y Llywydd yn llenwi swydd wag achlysurol mewn apwyntiad a wneir gan Gynhadledd yr Esgobaeth na ellir ei llenwi o restr atodol.
  17. Ni ddilynir y Rheolau Sefydlog hyn wrth bwyllgora.

The Bishop writes:

However effective Zoom meeting are for some matters, we have been the poorer for not being able to gather together as the Body of Christ from across the diocese, united in one place in prayer and worship. I am therefore, at 2pm on Saturday 2 October (the long-established date for our Diocesan Conferences), convening a Eucharistic gathering of the Diocesan Conference at Saint Deiniol’s Cathedral in Bangor. It will be the first opportunity for clergy and laity from across the diocese to gather together since the Diocesan Conference in 2019, and it will be appropriate that we will do so in worship and prayer - though it will also be necessary for us to transact a limited amount of business that cannot be transacted online. Light refreshments will be available after the service itself, which I expect to last approximately 90 minutes. We will gather together at the Holy Eucharist, at which I will deliver my Presidential Address, during the season of Thanksgiving. There will be much this year to offer to God - the anxieties, pain and grief of the past sixteenth months, as well our thanksgiving for the hard work and sacrifice of so many people and for the many blessings received by so many of us.

The formal membership of the Diocesan Conference includes three lay representatives from each Ministry Area, up to three licensed lay ministers from each Ministry Area, and all licensed clerics. However, there is a warm welcome for any communicant member of the diocese to attend.


Standing orders

  1. All meetings of the Diocesan Conference shall open with Worship.
  2. When the President shall have taken the Chair, no Member shall continue standing up, except when addressing the Chair.
  3. When two or more Members rise simultaneously to address the Chair, the President shall decide which of them shall speak.
  4. Speeches shall not exceed 5 minutes, with the exception of those made by the mover and seconder of a resolution, and these shall not exceed 10 minutes. An amendment is not a resolution within the meaning of this order.
  5. The President may, with the leave of the Meeting, extend the time for a speech.
  6. No member shall be allowed to speak more than once on the same question, except in explanation, or to order, provided that the mover of any resolution, not being an amendment, shall be allowed the liberty of reply.
  7. Whenever the President rises during a debate, any Member speaking, or offering to speak, shall immediately sit down.
  8. If, during a debate, 30 Members rise in their places and demand that a vote be now taken, the President shall put that question to the Meeting for a decision by show of hands.
  9. If the Meeting decide such a question in the affirmative, a vote shall thereupon be taken on the question before the Meeting, provided that before such vote is taken the mover of a resolution, not being an amendment, shall be allowed the liberty of reply.
  10. All motions and amendments shall be in writing, signed by the mover; unless given to the secretaries prior to the Meeting, two copies thereof must be handed in by the mover, one to the President and the other to the Secretaries.
  11. No amendment on an amendment shall be in order unless when an amendment shall have become a substantive motion.
  12. Any Member may move the previous question, and if this is carried, the next business shall be immediately proceeded with.
  13. A motion for the suspension of the Standing Orders shall not be in order unless a majority of the members present rise in support.
  14. (a) A motion which is set out in full on the agenda-paper or its accompanying papers need not be read before being put, unless either the President or ten members (the latter signifying their intention by rising in their places) so require. (b) All other motions or amendments shall be read immediately before the vote thereon is taken.
  15. Elections to fill appointments and make supplemental lists shall be conducted using an electronic voting system or another manner of voting in accordance with arrangements made by the President.
  16. A casual vacancy in an appointment made by the Diocesan Conference that cannot be filled from a supplemental list shall be filled by the President.
  17. These Standing Orders shall not apply to proceedings in committee.
