Am beth mae hyn?

Mae’n rhaid i bob esgobaeth yn yr Eglwys yng Nghymru gael Cynhadledd Esgobaethol. Hi yw asgwrn cefn y ffordd yr ydym yn trefnu ein hunain fel esgobaeth ac mae’n sail i’n cenhadaeth. Yng nghanol popeth sydd wedi digwydd yn ein Hesgobaeth, nid ydym wedi gallu dod o hyd i unrhyw gyfeiriad at gyfansoddiad ar gyfer ein Cynhadledd Esgobaethol. Felly, mae angen sicrhau bod un yn ei le.

Mae Pennod 4A o Gyfansoddiad yr Eglwys yng Nghymru yn ymwneud â’r Gynhadledd Esgobaethol. Mae’n rhoi gwybodaeth benodol ynghylch sut y dylid ei sefydlu a beth ddylai ei busnes fod. Fodd bynnag, mae hefyd yn dweud fod gennym y gallu i bennu llawer o bethau yn lleol. Yn ein hachos ni, nid yw’r rhain wedi’u cofnodi!

Pwy sy’n arwain yr ymgynghoriad?

Mae gan bob Cynhadledd Esgobaethol Bwyllgor Sefydlog, sef grŵp o bobl sy’n gyfrifol am sicrhau trefn dda yng ngwaith y Gynhadledd Esgobaethol a’i chyfrifoldebau rhwng ei chyfarfodydd, a gynhelir yn flynyddol neu’n amlach os oes angen. Yn ein hesgobaeth ni, mae gennym grŵp sy’n cyfarfod fel Pwyllgor Sefydlog y Gynhadledd Esgobaethol, a’r grŵp hwn sy’n arwain yr ymgynghoriad hwn.

Gyda phwy ydych yn ymgynghori?

Rydym yn ymgynghori gyda phawb a fu’n bresennol yng Nghynhadledd Esgobaethol y llynedd, Cynghorau Ardaloedd Gweinidogaeth Ardaloedd Gweinidogaeth ein Hesgobaeth, ac unrhyw un arall sydd am gyflwyno ymateb drwy ein gwefan.

Sut y crëwyd y cyfansoddiad drafft hwn?

Edrychodd grŵp o bobl o’n Pwyllgor Sefydlog ar gyfansoddiadau cynadleddau esgobaethol yr esgobaethau eraill yng Nghymru a llunio cyfansoddiad drafft a allai weithio i ni. Yna cafodd y drafft hwn ei adolygu a’i wella gan aelodau eraill y Pwyllgor Sefydlog, yn ogystal â Chofrestrydd yr Esgobaeth (cyfreithiwr!), yr Archesgob Cherry a chydweithwyr yn y Corff Cynrychioladol.

Ar ôl yr ymgynghoriad, sut fydd y cyfansoddiad newydd yn dod i rym?

Mae Pwyllgor Sefydlog y Gynhadledd Esgobaethol eisiau ymgynghori gyda chymaint o bobl â phosibl a derbyn ymatebion i’r ddogfen ddrafft hon. Bydd y grŵp sydd wedi bod yn gweithio ar y cyfansoddiad drafft wedyn yn edrych ar yr ymatebion ac yn gwneud unrhyw newidiadau angenrheidiol i’r drafft. Bydd y Pwyllgor Sefydlog yn cyfarfod nesaf ar 14 Gorffennaf, pan fydd yn gobeithio cymeradwyo’r drafft terfynol.

Unwaith y bydd y drafft hwn wedi’i gymeradwyo, hwn fydd cyfansoddiad newydd ein Cynhadledd Esgobaethol. Bydd mewn grym am ddwy flynedd cyn cael ei adolygu, er y bydd modd gwneud newidiadau yn y cyfamser os bydd angen.

  • Para 61 - Mae gan y Pwyllgor Sefydlog 3 chategori o aelodaeth: Ex-officio, Etholedig a Chyfetholedig.
  • Para 61 - Rydym wedi gweithio’n galed drwy’r ddogfen i sicrhau blaenoriaeth cynrychiolaeth lleyg ar y Gynhadledd Esgobaethol ei hun ac ar y Pwyllgor Sefydlog. What is this about?

Each diocese in the Church in Wales has to have a Diocesan Conference. It is the backbone of the way in which we order ourselves as a diocese and is the rock on which our mission is built. In the midst of everything that has happened in our Diocese, we have been unable to find any reference to a constitution for our Diocesan Conference. Therefore, we need to ensure that one is in place.

Chapter 4A of the Constitution of the Church in Wales is all about the Diocesan Conference. It gives us certain information about how it should be set up and what its business should be. However, it then says that we have the power to determine many things locally. But in our case these have not been written down.

Who is leading the consultation?

Each Diocesan Conference has a Standing Committee, which is a group of people who are responsible for the good running of the Diocesan Conference and its responsibilities, in between its meetings, which are held annually, or more often as required. In our diocese we do have a group of people who meet as the Standing Committee of the Diocesan Conference, and it is this group who are leading this consultation.

Who are you consulting with?

We are consulting with everyone who attended the Diocesan Conference last year, the Ministry Area Councils of the Ministry Areas in our Diocese and anyone else who wishes to submit a reply through our website.

How have you created this draft constitution?

A group of people from our Standing Committee looked at the diocesan conference constitutions of the other dioceses in Wales and created a draft constitution that might work for us. This draft has then been looked at and improved by the other members of the Standing Committee, as well as the Diocesan Registrar, Archbishop Cherry and colleagues at the Representative Body.

After the consultation, how will the new constitution come into force?

The Standing Committee of the Diocesan Conference wants to consult with as many people as possible and get responses to this draft document. The group that has been working on the draft constitution will then look at the responses and make any necessary changes to the draft constitution. The Standing Committee next meets on 14 July, where it hopes to approve the final draft.

Once this draft is approved, it will be the new constitution of our Diocesan Conference. It will be in place for 2 years before it is reviewed, though we will be able to make changes in the meantime, if they are necessary.

  • Para 3 - There are 6 categories of membership of the Diocesan Conference

➢ Clerical (Licensed Clergy)

  • Para 12a - All Licensed Lay Ministers are members of the Diocesan Conference by virtue of their licence from the Bishop
  • Para 12b - Each Ministry Area elects 2 members of the Diocesan Conference at their Annual Vestry Meeting, to serve for a 3 year period
  • Para 12c - The Annual Vestry Meeting of each Ministry Area can elect another member of the Diocesan Conference who is between the age of 16 and 30.
  • Para 12e - If the Annual Vestry Meeting is unable to elect members, or if there is a vacancy, the the MA Leader can submit name(s) to the Standing Committee so that can confirm their membership.
  • Para 41 - The Diocesan Conference is responsible for elections to the Governing Body of the Church, the Representative Body of the Church in Wales, the Electoral College and the Clergy Disciplinary Tribunal, amongst others.
  • Para 52 - elections will be carried out online.
  • Para 61 - the Standing Committee has 3 categories of membership: Ex-Officio, Eleceted and Coopted
  • Para 61 - We have worked hard throughout the document to ensure the primacy of lay representation on the Diocesan Conference itself and the Standing Committee. This means that once the members of the Diocesan Conference have been elected the lay members from each Archdeaconry will need to elect 6 members of the Diocesan Conference from their Archdeaconry to serve on the Standing Committee and clergy members from each Archdeaconry will need to elect 2 clergy from their Archdeaconry to serve on the Standing Committee.
